Thank you, man. These are testing plates, the only type of Greek license plates, along with ΔΣ (Diplomatic Corps), that contain at least one non-Latin character. And that's because they're not intended to be found anywhere outside of Greece. Also notable that the license plate itself has no coat of arms in the middle, hence it's a counterfeit. However, this does not mean that the plate number is non-existent, but rather that the original plate is lost or destroyed.
