Yeah, if it's parked on the street, they can't really do anything about it. You can really only get into trouble photographing something on private property, and a city road is not private property.
Not sure about valets elsewhere but at my local mall they couldn't care less and there's actual valet lanes here. All you have to do is ask and they'll say "no problem just don't touch" I don't know why some people run into rude valets.

Nice spot! Valets also vary in my country. The most of them don't give a damn, but some will not allow you to take photos. At one hotel, they let you to take photos in front of the hotel but is forbidden to go down to the underground parking lot to take pictures.
