I talked with the owner, he was really kind to let me take these photos of his car. He parked in a space reserved for people with children even though he was by himself. However, if he has kids, he is right to park in this spot in my oppinion, because the sign above the slot does not specify where the child has to be at the time of parking the vehicle in that spot.
